release aid picture of a man they believe may be holding up convenience stores. a camera took this picture at south main street 7-11. waits robbed last thursday, police believe he may be responsible for two other hold ups in walnut creek and concord as well. >> the final chapter, legal chapter took place today in kidnap and torture of a tracy teenager. a judge sentenced a 31-year-old to three life terms, waiters convicted in november of torture, kidnapping, child abuse and false imprisonment of kyle ramez in a tracy home. he escaped to a health club there, is he rushing in to get help. waiters went to trial and will be eligible for parole in 19 years. >> a man stopped traffic on the bay bridge for hours last fall pleaded guilty today. carlos valentino was despondent over marital

problems. his teen-aged daughter was with him during this ordeal. coface a year in jail and several years on probation. of making a false bomb threat. >> the new eastern span of the bay bridge is soaring to new heights this week. crews are installing a fourth stage of the tower making it taller than the old one. laura anthony is live tonight with a look at what is still to come. >> hi, carolyn. let's show you the culmination of 13 hours of work so far. there. you can see one of four steel legs, as they're calling them as been lifted into place. so avoid swaying or unnecessary movement. this lifting done slowly today, taking about 10 hours to raise that bar 400 feet in the air. if all goes as planned by this friday, the new tower of the east span would loom over the

old one. >> about 5:00 this morning, crews started lifting one of the legs we're going to be doing this time, over 400 feet. >> as shown in this animation a giant crane will lift separate legs. to be fasten add top existing sections of the new tower, and the process of installing them is done slowly. >> that steel beam going up behind me is over 100 feet long weighing almost 500 tons. goitsing to take us 30 hours to get from water into place before you can bring next one out. >> they're designed to move during an earthquake to avoid damage to the larger bridge. >> we created structure that not only won't fall down, but that is usable, again to emergency services after the

earthquake, then with work, it could be put back into 100% public service. >> with stage four is completed this week the new tower will reach 480 feet into the air. 91 feet taller than the current structure in, april, a 45-foot top will be bringing it to the final height of 525 feet. right now engineers hope to comb com pleet the span by september, 2013. perhaps just in time for the america's cup. there is one bar out of four that up. crews will work throughout night to align and fasten that first bar. then, this giant crane goes down for the next one, caltrans expects putting all four in place will take five days, that is weather permeating. they tell us there are storms expected this week and rain will not delay this process but wind could lead to some

starting tomorrow, stan jose will tax marijuana clubs tonight. the new tax is a new twist in a complex debate. dave hodges feels like he's in twilight zone. san jose doesn't recognize the collective as a legitimate business but starting tomorrow is required to pay a 7% tax on its gross receipt autos they're saying is that you're drug dealers and have to give us a cut. it's bizarre. >> the city's finance department held a meeting today and complexities were off limits. >> our importance is the reporting and remitting of the marijuana business tax. >> city leader says regulations aren't in place but they're working on them. and voters overwhelmingly

approved measure u allowing for up to a 10% tax on medicinal marijuana. the council settled on 7%. >> this will not fix our pension problem but may keep a library open or city staff employed. >> there are about 100 dispenseries operating in san jose. the 7% tax is on top of the state's sales tax. some operators say they're fine with the collections because they seem to validate a budding business. >> it's a general-fund issue that. is very exciting. ve we help the city in in a direct fashion. >> interest tl is a business license and businesses are here in san jose. then, we can pay tax, fairly. >> the first round of the business taxes are due at the end of april. in san jose abc 7 news. >> and to save money the police department is suspending use of its

autos there was a vote outside here the other day. there was a crowd of people there. the magazine released it's automobile issue today saying the leaf and volt hold promise but there are significant draw backs to both. the volt is only available on a limited basis. when eddie saw the electric vehicle in the showroom he was sold. >> i saw the chevy volt and looked it over. and had to buy it. >> at consumer reports test, the volt has a back up gasoline engine and the leaf which is 100% electric. how far it can go on a charge, is a big issue. >> it can go about 100 miles on a charge in ideal conditions. cold weather can shorten that to 65 miles. >> the volt in low temperatures has trouble fully heating. now, can go from 25-50 miles

before the gas engine kicks in, can take it up to 300 miles but you pay a price for that it makes the volt expensive. you might end up using more fuel. >> as for recharge time with a 220 volt charger that you can install, the volt takes four to five to charge. the leaf is less expensive costing $45,000. with credits neither is likely to save you money. >> and electric vehicles have come a long way. they're ready to replace primary vehicle. >> if you're wanting to pay a premium, one might be right for you and if you want a car that will be kind to the environment consumer reports

in about three weeks ravens city school district will decide whether east palo alto is ready for another charter school. they say there is one charter school in mind. here is abc 7's education reporter. >> the academy opened in september. there are now three schools in san jose. they indicator to low income students predominantly they're expected to surprise the 800 point achievement mark set by the state. >> we're 925 api for the first school. 886 for second. and third is on track to get similar result autos parents are impressed. so much that, some decided to persuade them to open a charter school here where according to the school district, less than one third of the students read at grade level and 42% are prefishent

in math. and students spend three quarters of the day in regular classrooms and the rest of the day in a learning lab, they're on computers getting individualized instruction there. is a longer school day, offering tutoring for those who need it. some parents say it's not the only thing offered. >> coming from san jose with dedication to bring these children up for education. >> but the schools here haven't always had a good track record this, year one left east palo alto and a second closed because of low test scores. the superintendent says she's reviewing the proposal and will make a recommendation to the board. >> it's unique. we're a network of schools with a proven track record.

shot, striking the suspect and ending the immediate threat. >> this happened about a block from aragon high school. the officers are on paid administrative leave. >> a popular discount store opened sunday on oakland-emeryville border meaning hundreds of new jobs. and city leaders hope that this store is on target to give a big financial boost to a city that really needs one. this shelves almost up. windows just about washed. everything is nearly ready for the grand opening of this target. in this stretch, the doors can't seem to open soon enough. >> it's a good step. oakland has been green lined by a lot of the national chains. >> this border is just feet
